Course purpose
This Advanced course introduces a disciplined method for translating investigation evidence into policy advice without exceeding the advisory mandate or weakening fair process. Learners define the problem, establish the case for change, separate individual conduct from system conditions, assess evidence and uncertainty, identify legal and governance constraints, develop a theory of change, generate genuine options, evaluate impacts, consult affected stakeholders, manage conflicts, draft decision-ready advice and plan implementation, monitoring and evaluation. Policy is treated as one possible response alongside procedure, training, technology, supervision, resourcing, enforcement or no change. The course does not authorize legislation, regulation, disciplinary findings, legal interpretation, expenditure, disclosure of protected evidence, public consultation, collective-bargaining changes or implementation. Applicable constitutional, administrative, employment, privacy, equality, procurement, finance, sector and records requirements must be confirmed for the actual institution and jurisdiction.
Learning outcomes
By the end of this course, you should be able to:
1. Define a policy-advisory mandate and convert investigation evidence into a neutral, bounded and evidence-supported problem statement.
2. Develop objectives, a theory of change and a range of policy and non-policy options, including business as usual.
3. Appraise options for legality, effectiveness, cost, risk, distributional effect, feasibility, integrity and unintended consequence.
4. Prepare concise decision advice that communicates evidence, uncertainty, consultation, trade-offs, recommendation and dissent transparently.
5. Design implementation, monitoring, evaluation and review arrangements that can test whether the adopted response works in practice.
