Course purpose
This Specialist course develops a source-to-destination method for tracing suspected illicit financial flows across accounts, trade, legal entities, cash networks, securities, property and virtual assets. It distinguishes the broad statistical concept of illicit financial flows from case-specific legal findings and explains how to define the relevant illegality, build competing flow hypotheses, reconcile financial and trade populations, follow transformation and commingling, map actors and jurisdictions, validate indicators, quantify without double counting, and produce action-ready intelligence or evidence products. Risk indicators, unusual structures and rapid movement support inquiry; they do not prove illegal origin, transfer, use, ownership or intent. Lawful tax planning, genuine trade, remittances, treasury operations and complex group structures must not be mislabeled. Applicable criminal, tax, customs, exchange-control, privacy, intelligence-sharing and evidential rules govern every matter.
Learning outcomes
By the end of this course, you should be able to:
Quantify and report supported flows, transformations, gaps and action options without implying proof or counting the same value more than once.
